    SUMMARY:

    Position Summary
    King County Metro Transit is looking for an innovative, technically savvy individual to assist with building and developing reports and analytics in the Operations unit of Transit Systems Development and Operations (SDO-O) section.  The Functional Analyst III will own the design, development, and maintenance metrics and reports to drive key business decisions. The ideal candidate for this position will be a self-starter with advanced statistical analysis, SQL, reporting and automation experience.  Advanced knowledge and understanding of business service systems and the ability to operate complex computer business applications and systems is also required for this position. 
     
    Applications received may also be used to establish a pool of candidates to fill future career service or long-term temporary vacancies of a similar nature in the same classification (Functional Analyst III) in SDO-O that might occur over the following year.
     
    Work Environment and Support Systems
    The Functional Analyst III will join a small team of operations technical analysts managing the technology systems used in the daily operation of Metro Transit service. This person will build the reporting and analytics practice based on the data created by the systems the team supports.   
     
    These systems are on buses, in the Transit Control Center, on the roadside and in the back offices. They support vehicle operations, dispatch and service management, fare payment, passenger information, signal priority, communications and other functions. The Functional Analyst III will be responsible for building from the ground up new streamlined reporting systems. 
     
    The major systems SDO-O supports are:
     
     

    • CAD/AVL: Computer Aided Dispatch/Automated Vehicle Location system handling bus location, schedule, interior and exterior electronic signs and announcements, service coordination and other service operations
    • ORCA: One Regional Card for All electronic fare payment system
    • RTIS: Real Time Information Signs displaying bus arrival times
    • TSP: Transit Signal Priority system providing priority for buses at signalized intersections
    • TRS: Transit Radio System providing data/voice communications between the transit control center and the bus fleet
    • ITS Network: Intelligent Transportation System wireless network providing data communications for buses and roadside systems at transit bases and on some transit service corridors
    • On-site Transit Coordinator support: 24/7 on-call support, user management, basic desktop support, and system problem resolution &/or escalation

     
    The functional analyst staff in the SDO Operations group performs many tasks and activities in support of these systems and the related business processes. In addition to normal system operations and maintenance, they may also support the development of new systems or support expansion of existing systems.

    Flexible Work Schedule

This position is exempt from FLSA provisions and may provide some flexibility in scheduling.  The position may share 24x7 on-call responsibilities with other members of the team.

    JOB DUTIES:

    Build the reporting and analytics practice in the Operations unit of the Transit Systems Development and Operations (SDO-O) unit by assisting business units to evaluate Operations & Maintenance service level agreements; work with the Operations unit to design and develop analytical performance measures such as system performance and reliability, incident management and system recovery time KPI's; collaborate with the Transit Division's Strategic Planning group to evaluate business solution effectiveness.

    Additional job duties include the following:

    • Solve business information and analytics needs and resolve reporting issues by documenting requirements and designing and implementing SharePoint visualization sites
    • Use configuration software tools
    • Design, develop, implement, and maintain reporting tables, metrics, and reports that drive key business decisions using web tools and third party BI applications
    • Communicate status and issues to management on a recurring basis
    • Simplify business processes by automating the gathering, analysis and reporting of metrics
    • Participate in third party tool implementation projects that may involve enterprise-wide deployment
    • Design and conduct report testing
    • Provide technical assistance to IT during detection and resolution of reporting issues
    • Write SQL queries; build and run reports as requested
    • Extract data from disparate sources and warehouse appropriately for use in reporting
    • Identify and complete related efforts and tasks as required
    • Apply data mining, quantitative analysis, and statistics to available data to aid the County in its investment decisions
    • Evaluate available data sources and develop reliable, actionable reporting

    EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

    Either a Bachelor's Degree in Information Technology, business, statistics, engineering, economics, mathematics or related subject, or a Data Analytics certification from a recognized program; and 3 years'  experience  mining and reporting on data  using tools such as  MS Power BI, SQL, and Excel against object-oriented databases, with tool implementation experience, OR any equivalent combination of experience and education which demonstrates the skills, knowledge and abilities required to perform the work.
     
    Additional requirements include: 

    • Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus
    • Expert knowledge and experience with SQL, web-based reporting, or business intelligence (BI)
    • Ability to distill large amounts of data and communicate effectively to executive decision makers
    • Knowledge of process management and experience improving processes
    • Skill in performing and interpreting quantitative statistical analysis
    • Strong understanding of relational database systems, data modeling concepts and data structures and the ability to analyze and identify trends, patterns and anomalies
    • Knowledge of data warehouse design and implementation
    • Demonstrated attention to detail and accuracy in work
    • Ability to lead by influence in a matrix environment and work with peers in areas such as Vehicle Maintenance, Radio Maintenance, the Command Center and KCIT data reporting
    • Excellent written and verbal communication skills
    • Ability to understand challenges or underlying concerns, share ideas, and develop effective responses or escalate issues for resolution
       

    Desired Qualifications:

    • Experience with "big data"
    • Knowledge and/or work experience with transportation statistics
    • Experience with business intelligence reporting systems, such as Power BI, Business Objects, Tableau, Crystal Reports and/or others
    • Knowledge of database query tools such as SSMS, SQL Developer and Power Query
    • Experience with data warehouse and ETL processes
    • Dashboard design experience
    • Experience with modern programming languages
    • Knowledge of scripting and macro programming languages
    • Knowledge of GIS and spatial data
    • Knowledge with Networking infrastructure
